Care Provider for the Mother and the Newborn
A care provider is sent to visit the family with a newborn to help the mother recover and to look after the baby.
Application Period
- Application period: from 30 days before the expected delivery date until 30 days after delivery
Selection criteria
- Income criteria: A family with a household income of less than 80% of the median income (refer to the income criteria below) and the newborn is their third child (or has more than 3 children)
- Income judgment standard: Judged based on the national health insurance premiums paid (the income must be below the limit shown hereunder)
【The national health insurance premiums paid according to the number of family members and subscription type must be below 40~50% of the national average income (under 40%)】

- Women who miscarried or gave stillbirth 4 months into their pregnancy are also eligible for the assistance.
- Period examined for income calculation: 17.1.1~17.12.31
- For double income households, 50% of the income for which a lower insurance premium is paid is deducted and the two incomes are added together (if you and your spouse are business owners and wish to apply as a double income family, you must submit a copy of your business registration certificate).
- For the calculation of the national health insurance premiums when you are on paid or unpaid leave, please contact the Mother and Child Health Care Office.
Exclusion criteria
- Families who are eligible to receive the financial assistance for childbirth offers to those receiving basic living security or emergency welfare service
Service description
- Nutrition management for the mother (meals for the mother), breast care, postpartum exercise and sitz bath, laundry for the mother and the newborn, room cleaning for the mother and the newborn, newborn care (bathing and umbilical cord care), newborn health management, provision of information on basic vaccinations, infection prevention and care, etc.

Voucher Provision Period and Amount of Financial Assistance
- Care provider service for postpartum care and newborn care at home
- Additional support for families with two or more children as a way to encourage families to have more children
- The “order of childbirth” does not refer to how many times the mother has had children; it refers to the order of birth of the child concerned (e.g. firstborn, second-born, third-born, etc.)
- The revised guidelines are applied to those applying after Jan. 1, 2017 (based on the application date)
- A person with a serious disability: An individual designated a disability grade of I or II, according to Article 2 Subparagraph 1 of the Act on the Pension for Persons with Disabilities, or an individual with two or more disability grades among which one of the disability grade is III
- Required documents (one copy each)
- One copy of the Application Form for the Mother and Newborn Care Provider Service
- A copy of the mother’s health insurance certificate
- National health insurance premium payment certificate
- Mother’s notebook or birth certificate (after delivery)
- Resident registration certificate
- ID card
- Family relations register (in case of an international marriage or separate residences)
In case of double income households: Both spouses must submit a copy of their health insurance certificates and national health insurance premium payment certificates
